Originally / A Steeplejack was someone who worked on

Churches ... the name was first added
to our lexicon in writings from England around this time. During the
building of the Boulder~Hoover Dam in the 1930's the men who rode the high
ropes were called "High~Scalers."

Because the occupant of the Chair is limited to about two feet of
upward handle [slide-reach] when doing self-lifting the [up]
progress may be too slow for you.
With
a co-worker pulling the chair up from below the travel progress will
be greatly accelerated.
A second handle is best, but if you only have one,
the worker in the chair takes it with him, as pictured above.
As the co-worker below pulls down on the rope, the
worker in the chair [firmly] holds
the handle, allowing the rope to pass down.
The handle will automatically allow the rope to pass
down through the rope travel housing slot / [or] / you can hold the
rope travel release lever open.
DO NOT OPEN THE SAFETY RELEASE LEVER.
And, under [NO] circumstances, take the handle off
the rope.
Once the chair reaches the spot where he will stop &
work, the worker in the chair takes over and makes final height
adjustments himself.
Once he is in position, he slides the handle up the
free-side rope until the handle securing rope is taught. At this
point, he is tied off so he can let go of the handle and have both
hands free for his work.
